I need help who do i tell?

It sounds like several things are going on here. There is the uncle who has disabilities - yet also may be doing some inappropriate things and then the family who does not know how to properly respond to it. I would certainly tell your father of someone you trust. Either way, someone is going to get hurt. That is the bottom line. Something needs to be done. God love ya for having to witness all that.
